"The character's name is Francisco Ahlgren and he's the "Archon" of this nation - which is both a title of severe respect from his people and laughable given the influence he has is purely charismatic (though, prior to the polycentric law fix, he could pass laws, but I always had him be notorious for refusing)."
Perhaps at some point early in the civilization, he was offered the title of Archon out of great respect for his charisma and productivity, however he redirected those energies into undermining whatever power any future tyrant could possibly hope to gain.
Perhaps he also leads by example, but not by edict. He cares not for followers and considers himself a lone wolf, and yet people follow him anyway.
"He represents them to the outside chiefly so other nations don't get the idea his nation doesn't have a leader and that niche could easily be filled. "
Perhaps he acts as a means of creating mutually beneficial connections between businessmen and communities within the stead. If anyone inside, or outside needs to make connections, especially in regards to acquiring, selling, and trading resources. He is also known to blacklist any who breach their agreements, as to incentive mutually beneficial relationships.

I've tried to portray him as an intensely life-loving (including flirty), very charming, diplomatic and respectful, but no-bullshit kind of guy. Patience of a saint, a bit of masochism when dealing with non-libertarians..."
Does sound like like me. Only think I might add is a bit more "lone wolf" flavor, and mixes with a variety of crowds, but never seems to get tied down. Perhaps he is known to inexplicably make sudden and complete changes in his lifestyle. Wish I could find the interview, but Jessie Ventura is one such example: Navy Seal, Wrestler, Governor, Acting, Television Host...
