These templates are transclusions in the truest sense of the word - they're actual page content that needs to be reused, in the form of navigational elements.

Usually they expect no parameters - mediawiki automatically renders self-links on pages in bold rather than as links, so a template linking to [[A]], [[B]] and [[C]] would, on the article "A", show up as if rendered like '''A''', [[B]] and [[C]] automatically, without that the logic needs to be in the template itself.
